Illinois Prisons

It was not that long ago that Illinois was complaining about over-crowded prisons (Google it and you will see this is true).  How come if Illinois has over-crowded prisons we have an almost empty Thomson prison that we are willing to sell to the Federal Government.  Just does not make sense!!
